Building a home on top of a mound of fill alters the natural floodplain. As floodwaters surge into an area of homes atop mounds of fill, the floodplain is adversely affected; the water has no place to go. The result is more extensive flooding of neighboring properties. Building a raised floor home on piers does not alter the floodplain, greatly reducing damage to neighboring properties
